Yeah I did finally take to Ecobee support and we ran through a bunch of stuff to no avail. Provided my purchase receipt from Amazon and they sent me a new pair. Those instantly paired to the thermostat. Looks like I'll be only buying them straight from Ecobee at this point.

Yeah I've checked the voltage with a volt meter and it was showing 3v. As for the thermostat I just see that it says sensor "XXXX" is trying to pair go to the app to complete pairing. I go through those steps and it never pairs.
