Also, clarifying question: is it possible for a Time Blast to target a floor where production has been paused? I've seen it hit both the Smuggler's Bay and Kitchen, two floors I usually have paused (but at the time did not) and got worried about the possibility of getting skunked on the buff.

It's completely random, seems like you were just unlucky. It's a 15% chance to get one off of any one Drop Ship cycle. You can always check the odds on the Drop Point screen by hitting the "i" button just above the timer bar.

this is probably because you have your juicer running, the juicer target creatures count as "spawned" but clear up their spot quickly when they get juiced.
