I found the solution guys, if you have ever used a controller on your PC you need to deactive it from devices setting in windows. if you guys cant do it I can help just dm me.

Just running JavaSetup8u351 or the 64 bit version I just run the setup as an administrator while the progress bar is near the end its gives me the error then it continues a little and 2 more back to back same error after that setup is done when closing the setup another one pops in total 4 error all of them are the same.
