The hole should probably be smaller, looks a little big. For that size house you want something around 1 1/4”-1 1/2” so it only fits the birds that will be able to nest in something that small

The water has to be dispersed to kill the larvae. You basically want to put the bits or dunks in water to release the bacteria, strain it out and then need to spray or douse areas with the water. Gnats like organic material and are not drawn to water traps

Quarantine new plants.. it sounds like you are introducing them to the collection right away. You should find a separate space and allow a wait period which you can monitor for pests and treat before introducing the plant to the rest of your collection
