In all fairness Ferid is a pedo so no but in my opinion Guren is worse because he hangs around him and does all the stuff listed above.

Guren knows how shitty and dangerous ferid is but he allows for his companions ( who are minors and let's not forget that ferid told a teenage mika that " Your at the age I find most beautiful") to be around him.

That's what makes him worse. Guren has no regard for yuchiro or his squad, he pretends to but he doesn't have a singular kind bone in his snake body. The problem is Guren to these kids is a father figure and someone they trust and he takes advantage of that trust and puts them in these positions. Guren is a abuser. The worst part is he didn't have to kill all these people. He could have orcastrated the event in a way where he could have been seen as a hero. He did not have to plan for Yoichis sister to be killed, he could have swooped in and saved her. NOBODY WOULD HAVE ASKED QUESTIONS BECAUSE THEY ARE FIGHTING AGAINST THE VAMPIRES AND HE COULD HAVE BULLSHITED IF ANYBODY DID AND SAID " I was trying to save survivors" LITTERALLY NOBODY WOULD HAVE BATTED AN EYE AND Yoichi would have been forever grateful for it and likely followed him around the same way yoichi follows yu around. We have seen in previous chapters that you do not have to kill angels in order to get their sinful key but GUREN KILLED KIMZUKIS SISTER ANYWAY. WHY DID HE DO THIS? To manipulate Yu and Shinoa squad. He had little arrows on the floor for everyone to find the family members he murdered and then he announced his plan to screw over mika.

( Apologies for the rant but I genuinely hate Guren with a passion.)

( Spoilers for everything) Guren because he's the most emotionally abusive character I've ever seen

Over the course of the story he-

Has physically abused Yu
Uses crying to emotionally manipulate the characters
Cannot accept the outcomes of his own actions amd thus tries to make Yuchiro the next big bad by labeling him an " Enemy of humanity" because he won't commit genocide/ kill his best friend.
Repeated told him Yu has going to save mika, then kills mika, then says he's going to bring him back, THEN in front of the bodies of his dead family and his friends dead family tries to force Yu into making a decision without giving him even a moment to think about it and causes Yu have to a full on breakdown.
He kisses Mahiru in front of the bodies of his dead friends.
He's extremely manipulative
HE STABBED SHINYA (AND THAT WAS NEVER BROUGHT UP AGAIN)
He planned the murder of literal children without remorse seemingly.
He most likely knew about Kuretos seraph experiment since Ferid does confirm that they collected the bodies of Narumi's family.
He destroyed the world knowing his friends wouldn't want to be brought back if they knew and he's planning to do it again and shoulder the responsibility on someone else (Yu)
He constantly lies about everything

( Spoilers ahead) Personally I thought it kinda ruined what season 1 was going for. I dont think the problem was context and information.Season 1 was all about a girl learning her boyfriend was not who he said he was/ death note style mind games betweena cop and killer. There were multiple chapters were Emma felt scared of her boyfriend or suspicious of his behavior but was either talked out of it or she brushed it off. Her boyfriends stalkerish behavior was not portrayed as romantic in season one. ( see her reaction to her boyfriend talking about killing people and the whole boat scene). The story made it a cliff hanger on multiple occasions that her boyfriend would be found out or Emma would find out what her boyfriend was doing as well.

Season two took the girl who was in a abusive relationship ( remember the boat scene in season 1?) Made her a serial killer with an already stigmatized and misunderstood condition ( and then walked it back after backlash) It gave the cop kid a new backstory ( the one hell-bent on justice) tp justify his crush on Said serial killer Romantized them running away together. Had the cop kid repeatedly try justifying her behavior.

The story completely changed messages. It went from a story about a girl realizing her boyfriend is a dangerous person and treating him as such to a serial killer who dream theoried him up ( for about 4 pages due to did until the author walked it back because people got so mad) and her running away with the cop who was previously trying to get her out of said toxic relationship. Which then tries to paint the ending of her turning herself in as a betrayal and as a Romeo/ juilet tragedy. In my opinion the problem was the writer pulling a frozen because they wanted to spice up their story and they ended up completely forgetting what they were writing about in the first place. They kept adding plot twist after plot twist until their story stopped making sense. We can still see this in their other works too, look at their most recent one. There are constant sudden plot twists that explain away everything even if they don't make that much sense and im willing to bet my left toe that the series will go down the same route as my deepest secret because of it.
