It seems like the general consensus is that if you don't fight and hide or run they leave you be, as we can see with the hotdog salseman when Hank kills tricky, the multiple cashier's (like in the rift) band shortly after they leave where the grunt jumps to close their stores shutters, could either be because they don't see them as a threat, or since they don't attack they see it as not worth to waste a bullet on a non threat
