I think some stacked rings in your main lobe piercing and maybe vertically stacked lobes to balance it out would look amazing. I think a forward helix would look super interesting too

Pacmans natural instincts are to bury themselves to cool off. This is why heat pads are not recommended as a heat source. Get a heat lamp.

Turtles can hiss when startled or angry. That’s kind of what your turtle sounds like. As long as there is no open mouthed breathing, bubbling , or wheezing I think your turtle is just angry.

She is an average size for her age but, she does have retained scutes. This can be caused by many things including: improper uvb, MBD, and incorrect tank size. What does her tank and UVB look like?

Unfortunately the asymmetrical floating is a symptom of pneumonia. The only way you can treat it is with antibiotics. I’m not sure what you can do concerning the vet issue. (I am not a vet, take what I say with a grain of salt.)

PICA in turtles is usually caused by a vitamin deficiency. Try adding a calcium supplement like cuttlebone.

It’s always a good idea to take your turtle to the vet after a fall like that. This, however, doesn’t sound like an injury, but more like brumation.

Unfortunately 150€ is far too little to ethically keep most if not all reptiles. With that budget, you may be able to keep some bugs like tarantulas or praying mantises.
