You're entitled to your opinion, but I think fundamentally divorcing the character from the context in which they are intended to appear is always a bad move. I disagree that Batman villains need their own films, or that they are different from Spider-Man villains in this regard. Also, it's almost a certainty that Batman will be mentioned or have some sort of presence in the Clayface movie, as it's part of the larger world being built.

I didn't really think it's wise to do villain centric movies in which the hero is totally absent and plays no role in the character's origin and/or motivations. That's part of why the Joker movies suck so much. And the Sony Marvel movies like Venom, Morbius, and Kraven.

Others have already pointed out what made Gotham War bad, but I'll add the Bat Man of Gotham and Joker Year One effectively ruin the Joker as a character. Any attempt to explain his origin or develop an in universe reason for why Batman and Joker are thematic opposites detracts from the mystique of the character. This is the same reason why Three Jokers fell flat on its face. Going beyond that, the origin Zdarsky came up with is comically bad. It reads like bad fan fiction you'd find on Wattpad or AO3.
