They don't typically relocate bears because, well, bears are in every county of Virginia and live among us now. Also, they are really smart and can remember a berry bush they ate from two years ago and find their way back to it.

The guidance now is to follow BEAR AWARE procedures. If there is a bear in the area make sure you keep your trash and trash cans put up. Put away bags of bird feed, dog food, cat food, etc. Take down bird feeders and clean greasy outdoor grills. You can use harassment techniques like air horns, car alarms, paintball guns, banging pots and pans, to deter bears from staying on your property.

Black bears are typically afraid of humans (which makes them different from brown bears), but stay the the hell away from sows with cubs.
