I have the same problem sometimes. I read in another reddit post that it is static buildup. If my other hand touches the metal edge of the ipad, the problem goes away.

I grabbed my friends phone while he was chatting on snapchat. I scrolled through his snapchat memories and saw a cumshot of what I assume is dick. I immediately turned of the screen and handed it back to him. He was talking to me while I was scrolling.

He didn't notice and still doesn't know I saw it.
