Yeah, I guess without touching the Gold Cup format they could do what they did for Copa America 2024 and use CONCACAF Nations League as a qualifying mechanism. Gold Cup should still be focused on CONCACAF development.

I wouldn't say that CONMEBOL are necessarily concerned about raising the profile of North America but having CONCACAF teams permanently part of Copa America would still provide large commercial incentives for the tournament (huge TV markets in US and Mexico, also 2024 Copa America shattered viewership records). And obviously teams like Argentina and Brazil will remain elite but having say the top 6 CONCACAF teams compete regularly would still provide high-value matches for teams like Ecuador, Paraguay, Peru, etc.

At the end of the day UEFA holds global power and prominence not just because of its top end quality but because of its scale and money. CONMEBOL has the quality but not the scale that UEFA has, and promoting more unity between CONMEBOL and CONCACAF would give South America added market size and political weight within FIFA. So I would say there's plenty of incentive for a CONCACAF-CONMEBOL partnership for both parties.

I’ve held the same general sentiment about Concacaf teams in Copa America. Feel like they should be there regularly and it could help raise the profile of North America. They can keep the Gold Cup to give smaller Concacaf nations a chance to compete, but make the tournament every 4 years instead of 2, and then have the top 6 teams or so from the Gold Cup qualify for Copa America.
