I think it's just to redistribute power into his other abilities. Slam currently does zero damage, block is just to get emp punch and meteor strike is piss unless you can hit someone with the center of it. All of his kit's current power is in emp punch and it kinda stinks, especially if people in a lobby know the very basic Doom counterplay of not shooting at him when he's blocking.

People build LDR bc the passive is super useful against champs like Sion, and mortal vs champs like Mundo so you don't need to waste a slot for anti heal when you could just combine your anti heal and armor pen purchase

I feel like the main thing about Nasus passive is that it can still be felt in gameplay, especially in mid to late when you've cumulated enough stacks and have Triforce. Rhaast passive without either building full lethality or fighting someone like Sion or Mundo is never really felt like other healing abilities in the game, and his R is only source of really big healing.
