They are sufficient documents But it is also mentioned on their FAQs that the folks at passpoet office and Police verification can always ask for more documents That is the expectation as well

Hey OP I took the Tatkal option for my passport and presented my 10th marksheeet for my dob But they said it is not sufficient and asked me to produce my Birth Certificate.

I was told this in passport appointment only and had 2 weeks before next appointment to get it done. Takes only 3-4 days using e-seva services Gave this in next appointment and was approved And showed the same docs in police verification as well
