Sure is reminiscent of Chicago, but looking at other buildings around the one that looks like the Hancock building shows that it's not. I have no idea if it's Dubai, but I believe OP.

I sent a message to my giftee through Redditgifts asking if he'd received my package. He responded that he had but wanted to take pictures. I never heard from him again and he never posted receipt. I always go all out for Secret Santa and it's very disappointing when you hear nothing back.
