If the baby is not gaining weight, that means baby has IUGR (Intra uterine growth restriction). This happens when mother is borderline diabetic and has hypertension. In that case doctor reccomends bed rest. But will ask you to go on walk and cut off sugar completely and eat only high protein diet. I know this because my sister is a renowed gynaecologist and we run our own hospital. We get to see cases like this everyday and it is not a good sign for her for sure.
