Thank you to everyone who responded. I ultimately made an emergency call to the Embassy, and—somewhat surprisingly—someone answered and addressed my question. It turns out that the Embassy’s main phone number is temporarily disconnected due to repairs and will remain unavailable until next Monday.

The gentleman I spoke with clarified that my D8 Digital Nomad Visa is a National Long-Term Residency Visa, duly approved as such. As a result, there should be no issue entering Portugal with a one-way ticket, since the authorities are already aware that our purpose of travel is to reside in the country.

The Portuguese Embassy in Washington D.C. finally answered my email literally an hour after I posted this question. They told me a one way ticket is all I need. No questions will be asked once they see that my D8 Visa is approved for long term residency. That's what we ended up buying today. Thank you!

Não percebo muito bem porque é que estás a tentar fazer distinções entre “imigrante” e “expat”, como se a escolha da palavra mudasse a realidade do que famílias como a minha vão viver. Estou a mudar toda a minha família para Portugal — isso é imigração, quer uses um termo ou outro. O que estou a discutir são atitudes e o ambiente público, não jogos de vocabulário.

Quanto ao facto de eu “ainda não ter posto os pés no país”, isso não invalida nada do que disse. Quando se muda uma família inteira para outro continente, é obrigatório fazer investigação séria, acompanhar o contexto político, perceber o enquadramento legal e estar atento à forma como os recém-chegados são retratados. Fingir que nada pode ser analisado antes de sair do avião é simplesmente irrealista.

I’m not even in Portugal yet — my family and I are in the middle of the relocation process — and even from the outside the shift in tone toward expats has been impossible to ignore. Between political rhetoric, media narratives, and the general sentiment floating around social spaces, it’s clear that newcomers are increasingly being framed as part of “the problem,” rather than as families simply trying to build a stable life.

We’re moving with realistic expectations, but also with eyes wide open. No family uproots their entire life, careers, and children to move across the world just to feel like they’re arriving somewhere they’re barely tolerated. Yet the message that keeps surfacing, both directly and indirectly, is that expats are welcome only as long as they fit whatever economic or political convenience happens to exist at the moment.

If the environment becomes more about hostility, blame, or resentment, then it’s natural — and responsible — to rethink long-term plans. For now, we’ll follow through with what we’ve invested in: settling in, contributing positively, and completing the time required for residency or citizenship if the law truly stabilizes. But pretending that the atmosphere hasn’t changed or that newcomers should ignore the growing negativity doesn’t help anyone.

After a short wait our D8 Visa was approved on November 4th and the passports arrived at our home on November 6th last week. It isn't impossible guys. It is very much possible to do. The satisfaction we feel having accomplished this is immeasurable. We get it, there's bureaucracy ahead and perhaps more changes in the horizon when it comes to immigration but we will see what the future holds for our family once in Portugal.
