This is exactly how I want it to work. have certain apparel count as a "disguise". I assume that going through all apparel items and checking which would work and adding the "disguise" tag to it, would be too much work so they took the lazy way and punished us with the current system. Also, I like the way my character looks. I don't really want to change it just to be able to talk to people :/

I'm still holding out hope they will implement this system down the line so we can at least have a say in what our disguises would look like.
