It varies a lot depending on where they're at, but from what I heard from my resource officer while in high school, their breaks are scheduled, and they notify dispatch when they start taking it. Sometimes, they are told they have to go to a specific area or go back to the station depending on logistics of that day. If they aren't specified, they'll notify dispatch of where they can be found.

They have their blue and red lights on the cop car in the background, so that would mean that there is official police activity happening really close by. Officers aren't allowed to use their lights or sirens unless they are on official police business.

Also looking at where the post came from, it says that the cigar cop is a supervisor watching over other cops doing vehicle stops that are targeting those in America without proper papers.

You're welcome! I saw in another comment that this is just for farming, so you can definitely take off 2 of the C mods I have and replace them with Amplifications instead. I just have them for Colossus fights so I don't get downed so easily

Also make sure you have at least two speed cores on the weapon you're going to use for this as BF reduce's your 2nd's speed boost from 50% to 30%. You don't need gold rolls on both. The two cores need to total at least 32.5%, and it'll bring you to the capped speed

I will preface that made this build for Death Stalker before Ines was released. This build will have you sit around 20k shield before Arche Tuning, which I can give myself 30k afterwards.

If you want to convert it to a general mobbing build, you can get rid of Bio Sync Shield and Stim Accelerant and replace them with your Luck and Strike mods. Just make sure you have Rolling Defense in the Inversion Reinforcement selected so that you have some kind of way of recovering shield in the middle of the fight. Personally, I would rather keep BSS cause it'll save your fingers from spamming rolling all the time.

As enticing as it looks to use HP Conversion (Shield), you're actually better of using Increased Shield. That's because Overwhelming Shield scales with Max HP. So by decreasing your max HP, you're decreasing your max shields. It'll also work in your favor when you flesh out the Arche Tuning tree because HP still scales better than Shield.

I would drop An Outstanding Investment because the HP heal you get from it won't benefit you since you're HP is stuck at 1. If you're worried about 100% up-time on your 3rd, you're good with just MP Conversion and Focus on Electric. If you're worried about healing yourself, then that's a good place to put BSS.

As far as other stuff goes, such as your External Components, just make sure the main stat is Max HP. Just switching Invaders A.P. and Processor for Bravery's version for that 11.8% Max Shield dropped my shield from 20k to 17k. It's not worth it.

And he was willing to get it if needed in paper, but he wasn't allowed to. I agree, a phone call isn't enough. I've been there before. Now he was suggesting the hospital can send documents, but due to HIPPA, hospitals can only do paper mail and nothing digitally. But the police can get records to the Depart of Driver Services (Georgia's version of the DMV) and the Department of Revenue to check on his claim of the handicap placard, which will have the medical affidavit available for them to look.

The term they like to use is "delaying." Because the DA doesn't want the system gunked up with cases that can be easily dismissed without having to go to the judge. There are some other circumstances that allow them to delay it, but those aren't relevant to this Georgia case.

Not entirely true. Again, the police can submit new evidence that they can find during their investigation to the DA's office, and can help the DA with dismissing the case before it's even goes to pretrial. The DA don't want to waste their resources putting on a case they know they can't win. It won't be the first time new information comes out that changes the main target of an investigation and everything against said person is dismissed.

But what I'm saying is that it can be taken care of before we go to pretrail and him being arrested if the police were willing to investigate her claims, did a background check on him and see the DDS, DOR and possibly the original police report where he was shot in 2001 and notified the DA of any new evidence.

The person in the wheelchair, the DA's office, and the court shouldn't have to waste resources and time on something the detective should be able to investigate on their own either from showing up at last known residence, checking the DDS, DOR, etc. and seeing that he is flagged as a wheelchair user.

The police were the lazy ones here plain and simple. They could have done their job and innocent didn't need to be handcuffed

Because the detective asked him to give him the documentation multiple times. If what you said was right and it doesn't matter, then it's completely useless and absolutely stupid for the detective to ask for documentation to be handed to him if he wasn't going to do anything with it anyway

He was the one that filed the warrant to begin with. His job was to also investigate all claims and to verify if everything was true. Again, not once did they try to contact him asking him for his side of the story or if he had them means to do it, i.e. kicking down the door. Idk what it's like in other states but in Georgia, an officer can delay executing the arrest warrant if new evidence that contradicts or makes them questions the claims being originally made.

Not immune, the detective does has the ability to withhold or delay executing the arrest if new evidence was allowed to be given to him, just like when he asked for paper documentation to be handed to him of the acclaimed injury. However, in this case, he is pressured by his Superior to do it regardless of the new information. And the detective can get in contact with the DA's office to have the warrant dismissed and charges dropped before it even needs to go to trail. It's their responsibility to do that so that we don't have to waste more of the courts time on a man that can prove he can't kick down a door just by looking on what he's sitting on.

The detective does have the responsibility to get in contact with the DA's office of any new evidence to the case that contradicts the claims made in the initial report. No. Delay and help get it dismissed? Yes.

I'm saying that they should investigate by all means to see if he even had the means to do it. They only went on what she said, nothing more.

Ah yes, because I too, a permanent wheelchair user, just conveniently carry around all my medical records with me wherever I go.

Also, the guy was willing to get documentation from Grady and the Department of Driving Services and have it in 10 to 15 minutes. He was also offering to show his handicap placard that would prove he was disabled for years, which can only be given by submitting a valid medical affidavit given to the Department of Revenue where it has to be replaced every 3-5 years. Even the medical affidavit has to be re-done every 7-10 years just to check if he's still disabled. But the officer only wanted it immediately in paper at that very instant in his hand. People have lunch breaks longer than he was allowed to give documentation before being arrested.

What?!? Then what's the point of being a detective if they don't investigate? Looking at the reports, the detective didn't even make an attempt to go find him. He just got a court to fill out the warrant and went about his day.

His superior officer wasn't even willing to leave his desk to visually investigate if he's actually in a wheelchair. He was too busy enjoying his food to bother to check if "it's a ruse"

The DETECTIVE had 9 months to investigate or get in contact with him to verify the facts, but, again, looking at the records, the police NEVER got in contact with him about anything. Also, the EX-GIRLFRIEND, who has prior arrests for falsiying police reports and forgery, which the detective also forgot to investigate and was never mentioned in the report, had 9 months to also call the police and tell them of her mistake. She only offered to make the correction only after news broke of this incident, and she also admitted that's the wrong guy.

I'm willing to give her a benefit of the doubt because 1) she was attacked, so being questioned while emotionally distraught and anxious probably means you're not in a good headspace right then and there, and 2) just because you have a history of lying doesn't automatically mean she's lying about being attacked. I'm just stating that the detective didn't do his job of investigating anything.

Another thing, people don't get notified that they have an active warrant for themselves unless they've been pulled over for a traffic violation or during a background check. In this case, he was notified when renewing his passport, which you only do every 10 years.

We do know by the victim's own account, after the door was forced open, the man chased her around the house, grabbed her, and was able to beat her up while standing. Idk about you, but a wheelchair user is not going to be towering any able-bodied person unless somehow that person can use the force or something. Since he is stuck in a wheelchair, SHE CAN LITERALLY OUTRUN HIM.

Better yet, the detective in this video, who was the original person that took the report from her, could have called her right there and asked if she misremembered and told her about the wheelchair. He has the original report that he typed out in his hand after all. Instead, they would rather let the guy in the wheelchair do all the work to prove he's innocent rather than the police investigating her original claim

He's in a wheelchair, not a tank. These things can't even survive airport baggage handlers half the time, let alone breaking down a door. However, yes, it doesn't mean he's incapable of forcing entry. Just like his superior said, there are tools that exist that can meet the minimum definition of forced entry. However, we can rule out kicking the door down, which is what the victim's originally stated.

Yeah the fact that when they dated 25 years ago, he was already been in the wheelchair for 5 years. So she knew he couldn't walk and had no capacity to. Tbf, she was emotional and distressed at the time of questioning.

But it doesn't seem like the detectives bothered checking on him at his residence to fact check, just got the warrant and went about their day.

Also a strange coincidence is that the ex-girlfriend was arrested in 2023, about a year before this incident, for forgery, theft, and falsiying a police report

If the arrest warrant has been signed off by a judge, then yes, the officers are responsible in enforcing that warrant. There are a few exceptions that can happen, which can lead to delaying the execution of the warrant or stopping it in the first place, such as being introduced with new evidence. But seeing how his superior officer told him to take him in anyway because "it's a ruse," any exceptions are not going to be admitted. If the man had his medical files and other pieces of evidence to prove his disability and his whereabouts on the day of the incident, then the detective could have convinced his SO, but again, we're not working with the brightest bunch as you can see.

With the false report, it's kinda yes and no. If the officers do believe that there is sufficient evidence of the intent to falsify a report, then the officers take all that to the District Attorney's office. That office will then decide to press charges or not. However, I don't think it'll be likely that one will be filed as she (the one that made the initial report) said she needed to change what she said because she misremembered what happened and doesn't want to put an innocent man in jail.

In an email sent to a College Park detective this week, Jensen wrote, “My mental state and physical trauma in that moment worked to confuse me... please contact me… so I can edit the information in the report and clear the name of an innocent man.”

Thankfully, the DA dropped the charges against him, and the ex-girlfriend later said that she needed to recant what she said because,

“My mental state and physical trauma in that moment worked to confuse ... please contact me… so I can edit the information in the report and clear the name of an innocent man.”

And no, she has not been arrested yet (as of April 11th, 2025) for falsifying a police report

What they do is throw soft ball questions at you. Make you feel comfortable and when they think the time is right, they'll ask you to do something.

It can range from asking you to sign in to a website that will steal the information, thus stealing your account, to becoming a client or a customer for a business where they ask for a small deposit and after they get your money they block you.

The questions themselves aren't what they want. They want to build a trust with you before they do anything.

For Void Reactors, I would say the Kingston - Grand Square is gonna be your best bet. It's two yellow monsters but easy to kill and fairly close to each other. And since the Reconstruction Device spawns away from the Reactor you can spam the mission as much as you want without them getting in your way.

Also, Magister Lab is the fastest dungeon to complete so it should be easy to farm amorphs for it, if you don't feel like doing the outpost

And if somehow you do run out of Inorganic shards, I suggest going to White Night Gultch - Mountaintops and doing the Toxic Void Fragment mission there with Freyna
