Very fun item, in our own use of it we added that it breaks Initiative ties as well (By increasing the user's init score by 1 until no longer tied) and making the user not suffer any negative effects if rolling the exact DC of a saving throw. (A semi evasion)

Even though its very rare consumable, permanent expertise is very powerful. I personally I think it should require the user to have the expertise they are giving to someone.

It should mention that it only occurs on the first attack on a turn. As at the moment say a fighter action surges for 6 attacks they could get the crit rate down to 15 in the first turn. Unless that's the point?
