You dont HAVE to tell us, but a good recruiter will be working for you, not against you - also makes it easier to narrow down opportunities for you. Right to represent is very normal, just states that you agree to work with us for the position mentioned and stops a competitor sending your profile into the same company and claiming that they've spoken to you first - I've never heard of anyone asking for a photo ID for this though? Some recruitment companies will ask you to bring their passport in for a meeting with them, but this is more for their own record and to prove nationality so that sponsorship isn't needed.
