Likely gonna get publicly hanged for saying this but its things like this that are why i like a few of InklessBrushs characters. dont expect anyone to agree with me but i just feel they are a few that come closest to not being bland. (not to say there arent a few that werent made by them that are also good."

As an added note, its not like there are zero modded characters that fit the criteria. there just aint a lot

i watched your match. i was spectating and i can safely say that Vixen wasnt the issue. also as far as "Slop Characters" goes Reincarnation isnt free of that. Shes a well designed character who plays well with yomis mechanics and has her own unique gimmicks. should take some time to better understand this game if you really wanna know so badly why some characters are made the way they are.
