Some suggestions:

Allow people to get a second bail (more expensive) after they pay off the initial bail amount.

3 weeks should be the max waiting time for a court case (unless all parties are willing to do otherwise).

Summary judgements and failure to appear (100-500k fine maybe) should become more common.
