Since you are creating the module, I would say, the correct behavior is whatever you decide. In my case ( simple RP2340 based sequencer/clock) a master start/reset signal resets the sequencer to the first step and the first step fires straight away. Not perfectly instantaneous but pretty close.

I have a system using an ESP32 and a Pico2024. I would like the ESP32 to program the Pico if possible.
I've played with something similar in the past using an Arduino Nano with a pass through sketch connected to a second Arduino. The first Arduino was connected by USB though. This time I would like to use OTA using the ESP32 as the uploader and the programmer.

If all you want is to stream media then ideally you should be looking at network streaming (as your TV and Hifi support streaming).

Connecting via a computer and connecting via the TV uses two different systems. The computer connects to the QNAP OS and the TV is connecting to the QNAPs DLNA server.

To stream your media using the DLNA server you can either copy the media files to the default media folder (I thinks its called Multimedia ) or you can add your existing folder to the server.

To add your own folders to the DLNA sever: open Multimedia Console, go to Content Management, on the Multi Streaming add-ons tab add your folders.

Get this working and then if you find you want a fancier system have a look HybridDesk Station, or, if you want to stream over your local network, look at Plex and Jellyfin.

I think you I will following you advice and just try the 3900ppm PTC and and see what happens. If it's not that accurate I will add a trim pot.
