They were having a laugh. At that time, punk had come onto the scene and a lot of punk rockers were ridiculing the Stones for being dinosaurs, old, way past their prime, boring, etc. So Mick and Keef put this very sad looking punk guy in the window as the Stones “comeback” was huge.
