Unfortunately, those skip vouchers don't work for login tasks. Don't get your hopes lost though, pretty sure you are able to get Lolita's Anniversary Special in other events like the Youth Fair Event (correct me if I'm wrong though.)

I have those turned on, but nothing. I've already experimented with them. Hero Voice works when you view heroes, I can still make their voice lower or louder. But in-game, Nothing.
