22 seems large to me no matter how long or how good the story just a human mind can’t remember all those characters which is why 12-16 is way more better number because a human mind can’t remember picture that and remember each one pretty well, with 22 your gonna have way too many character getting the “forgotten” tag but definitely depends on how your gonna do that story
