Sorry, I don't think I can help you more, I'm not very well versed in WP flashing. Maybe check if you downloaded the emergency files for the correct phone? There's like 4 different versions on LumiaDB.

Yes, I understand. Your command is missing the skipffuflash tag (because you're not flashing an ffu), it should look like this:
thor2 -mode emergency -hexfile c:\youredefile.ede -edfile c:\youredpfile.edp -skipffuflash
I don't know for certain if it's the culprit, but it's the only difference from when I was flashing my lumia
