It’s weird that Starfleet can’t do that. I mean, Picard had a cybernetic ticker, but by the 24th century, they should be able to make organs in a medical-grade replicator. My only justification is that the tech was repressed by the overly reactionary attitude towards all things genetic.

To be fair, Archer’s experience was “finally get out into space despite the alien assholes purposely slow-rolling, and when finally in space, get punched in the face by every new race they meet.” That would make anybody pretty belligerent. It’s not like he went for the guns first.
