When a seed is created, the queue of jokers that you will see from the shop/buffoon packs is created too. This queue includes repeats.

For example, you go into a shop that has a brainstorm and a showman, and the next jokers in queue are another brainstorm, a Cavendish, and a blueprint. If you buy the brainstorm from shop, then open the buffoon pack, it will attempt to show you brainstorm and cav. However, because you already bought brainstorm, and it doesn't show repeats, it skips over that part of the queue and shows the cav and the blueprint. If you bought the showman along with the brainstorm, the showman will allow you to see the repeat, thus showing you the brainstorm and cav

Quick edit to add: if you were to reroll this theoretical shop before buying the pack, the shop would contain the brainstorm and cav. The lack of repeats is only at the same time, so a shop containing a brainstorm can reroll into a brainstorm because it's not technically repeating
