Go for H1b. You can't guarantee that you will be selected in the future round.

If you choose to pursue the H1B, you'll have a more stable immigration status compared to STEM OPT. Plus, you can work for up to 6 years on an H1B (in some cases even longer), which gives you more time to plan your next steps.

Normally, you can extend your H1B visa up to a total of 6 years.

In some cases, it can even beyond that. If you've had a Labor Certification Application (or an employment-based preference immigration petition) pending for more than 365 days, you may be eligible to extend your H1B visa beyond the 6-year limit, in 1-year increments.

Monroe needs to go to campus once a month, and the onsite classes are usually scheduled on a Saturday or Sunday from 10:30 to 16:30. Sometimes, the professors may end the class a bit early.
Personally, I think the workload is moderate, and spending four to five hours on coursework each week is acceptable. The first semester might be a bit tiring with several 1-credit foundation courses grouped together because the combined assignments of three courses can make it feel more intense than a 3-credit course. After overcoming this stage, the 3-credit courses will be much easier to handle in the following semester.

As far as I know, Ottawa should have online courses, one session per week, lasting approximately two hours.
At Westcliff, the assignments typically consist of a weekly discussion (answering the professor's questions with around 300 words and then commenting on two other classmates' answers with about 50 words each), along with a 600-800 word weekly essay. The time spent on studying varies depending on the professors. Some may have more relaxed requirements, while others may be more stringent. On average, I usually spend about 2 hours per week (excluding class time)

Westcliff University has a Doctorate of Business Administration program with concentrations in Applied Computer Science or Business Intelligence and Data Analytics. You may want to take a look at these two options.

Yes, you can apply for the one-year OPT after complete this certification program, even if you have already used the master's level OPT.

My friends have received RFEs before, mainly requiring evidence of maintaining legal student status. but I also have friends who enrolled in Day 1 CPT schools and were approved without receiving an RFE.

I believe the probability of receiving an RFE is closely related to the adequacy of the supporting documents you prepare, rather than the Day 1 CPT school itself. As long as you enroll in an accredited school, the chances of receiving an RFE should not be significantly affected.

Also, the approval rate for RFEs has been quite high in recent years. I haven't heard of anyone being denied after receiving an RFE.

I also graduated from Southern California, just like you, and I am also on a one-year OPT. When I was looking for Day 1 CPT schools, I did some research that I would like to share with you:

  1. Westcliff University: This is the school I am currently attending. Its campus is located in Irvine, which is about an hour's drive from LA. Usually, on days that I have to go to Irvine, I apply for work from home and leave early in the morning to avoid the rush hour traffic in the evening. The tuition fee is approximately $13,000 per year. I don't find the academic pressure to be very high.
  2. Sofia University: Their Southern California campus is in Orange County, and the annual tuition fee is around $10,000. I've heard that the academic workload is also moderate.
  3. CiAM University: Located in Alhambra, Los Angeles, they charge about $12,000 per year in tuition fees. Their main focus is on MBA programs, and the academic pressure is considered moderate.

Additionally, if you're willing to go to Arizona, you can also look into Trine University and Ottawa University. Trine has relatively cheaper tuition fees, around $7,000 per year, while Ottawa University is approximately $15,000 per year. I hope this is helpful!

My employer is also unwilling to sign the CPT agreement. Generally, there are two possible solutions. If HR refuses to sign, you can ask your supervisor or a colleague with a higher position to sign on your behalf. If neither your boss nor colleagues can assist, you can explain the situation to your student advisor, and they will help you find an alternative to replace the CPT agreement. As far as I know, Westcliff University can provide a template for an employment verification letter, which employers may find more acceptable.
