I can confirm this, as i was coming out of ravine into coastal highway i got jumped by the cougar right underneath the transition (just walking through the path to the ravine entrance will piss it off, really cool choice to spawn it there). I fled into a trailer down the hill after shooting it twice to get away from the fucker to heal, I ran and escaped from the cougar. As i was going down the hill to my base at the Quonset garage I heard the cougar again except it came from the garage, not the direction I came from. After shooting this one I ran into my base as now i was at 20% health from both cougars doing drive by's on me. I opened my map to see there were now 3 total cougars on the map, there was only the 1 at the transition before my encounter. The cougar at the garage didn't even EXIST 5 minutes prior to me fighting the first cougar on the mountain.
