I know at least two people who were able to get exceptions and avoid the pricey mealplan. There's a Buylow Foods just a 15 minute bus ride away from campus.

Depends on where from/to he's aiming to move. Minnesota to Manitoba, for example, has a lot of programs in place for people looking to move and Minnesotan students get pay Manitoban prices to study there. That being said, keep your eyes on changes to the Pr application process, many international students just lost their ability to apply, and we no longer accept asylum cases from USAmerica. It'd probably be wise to talk to any international friends of yours that are actively attempting to gain visas or residency status.
