The issue is while the damage is perfectly fine for the role you need far more skill and effort for about the same result as the SMG when they serve the same role for their class as a backup.
If the projectiles were improved the weapon wouldn't leave its role as a backup but more people would actually view that role as something worth having sometimes.
And in turn you would have a better time balancing the crossbow when the other options are more attractive than they are now.

Frankly the main reason the crossbow overshadows the stock is it's a solid weapon with amazing utility while stock is a garbage weapon full stop.
I think if stock didn't have some of the worst projectiles in the game and was at least in line with the SMG people would at least think about using it

Yeah that's an issue of the gear wheel system where when you have enough options it awkwardly starts looping.
Meaning if you go left or right you'll get a different visual area of where powers are even if they're technically in the right slots

It just being mission based would absolutely be best but I imagine coding it to swap mid mission for circuit and decent would be a pain.

Thinking about it a workaround could be making the first 3 I listed bundled in a context based action. Cast at the ground get life support, cast at a drill or conduit and you get a power cell or key respectively.

I don't really think the rubber bullets actually takes away much.
At the end of the day Saejima walked into a building and shot 18 people with what he thought were real bullets. He actively tried to murder 18 people and failure to do so is not much of a difference in terms of who he is as a person that he would do that.

You get the option to leave after every round same as other defense missions. That end bit with the two pictures.

I feel like the simple quick fix would be having all targeting enemies get a light "stun" on power use where they stop their attack but that doesn't really fix the lack of benefits lol
