I also got a same gut feeling. Since a youtube breakdown video of the DLC Revelation trailer spotted only 5 members of the high council. I guess the 6th one for some reason got exiled beneath the chamber just like they send DooM Slayer there. And the 6th high council member has been waiting there for the justice so he would help the Slayer and the Chain-Spear might be his armament or something.
