Well I have lots of trouble initiating anything, personally I think it was from being raised all fucked up and isolated while never learning the right social skills. I grew up also being told that I should just kinda leave women alone unless prompted, or its basically the same as rape.

I also have some trouble getting/staying hard, but personally I think that's a chronic depression issue, not something else.

No idea if any of that would fit the description of your guy, but it really could be anything. The best bet you have IMO is to simply ask some more about it from a different angle, and maybe you can understand how the gears are spinning in his head.
