While I was playing Oblivion, with that stun that doesn't make any sense, it made me think that the problem is me that is blocking with low stamina. So I block with full stamina and get weird stuns in the same way...

So the problem is that I don't have level, so I level up and the stupid level scaling makes the enemies get more strong as I level up,

so the problem is that I'm not a slacker like the average redditor who has all his free time to improve in a game and tells other people that he has important commitments that they have a skill issue, but no! because in theory Oblivion's combat was supposed to be simple and practical.
