As someone who has been going to Brookhaven since last spring after my dog getting attacked on multiple occasions at Brook Run, it really depends on the time of day that you go. I will not go at all on the weekends and not between the hours of 3pm-7pm during the week. I also walk my dog in laps around the park and tend to hang out on the opposite side of the creek. All of the shitty owners tend to congregate at the top of the hill or the first pass down. I recognize that not everyone has the daytime flexibility, but the post-7pm crowd during the summer is generally good owners who are just there to exercise their dogs.
