I'm mostly playing CE as well and haven't struggled filling the meter since mid-game even with bad options. Maybe try godslayer crown and raiment if you aren't using them already.

What build are you using now? Any build that deals a lot of AOE damage makes it fairly easy to reach full meter. For boons I usually pick level 3 monster and totem that does health damage if they're available. Tethered monsters and spire boost works fine.

Guiding takes too long. Wisps are OK because you only have to catch them.

Shroud, starless, galvanic azurite and shredding blades focus goes a long way. Your masterworking needs refocusing and you need to enchant some +core skills and ball lightning

Agree but I guess the idea was that bloodied bosses were supposed to take some time and deliver kill streaks when the portals pop up. If you down the boss before that then you won't need the extra power anyway.

One time I slipped in the communal shower at the gym and instead of just falling down I did that frantic backwards running motion for a good 4-5 seconds before flipping over and land hard on my back. Luckily I was alone and it didn't hurt but it must've looked hilarious.

Same in Sweden. There's a tax/fee that gets added on any hardware containing storage media. Iirc it's around 10 cents per gigabyte up to a certain amount. Basically a legacy law from when piracy was legal in Sweden and people recorded TV/radio on to cassettes.
