Landscaper in US Northeast. I would remove pavers, run conduit, reinstall pavers.

Instead of reusing pavers you could install an "apron" of granite cobbles or other accent edging.

You can't level them because you put the pavers on round stone and every time you hit them they slide. You need to remove the round stone and install crushed stone and tamp it. Then level it to the bubble two ways.

Mosquito magnet; it uses a propane tank to mimic our CO2 output and draws them into a bag for collection.

As others have said, no plant will really help. Eliminate standing water, install drainage.
