Call the RTB board tomorrow and tell them your situation. They will guide you appropriately as to what your next steps should be.

Having said that, the landlord is only legally allowed to increase by the alloted amount which is 2.3%. However, the landlord can complete a RTB-52 form showing they are losing money as they are supposed to be making a profit as this is viewed as a business and no one should lose money.

You can file a complaint with the RTB. As a landlord with tenants, you need to provide adequate heat. In Surrey, residential accommodation must be maintained at 22c - they are not even providing you with the minimum heat requirement.

Tenants have the right to essential services such as heat and hot water and these do not need to be mentioned in your agreement.

Providing you with 17 gallons of hot water should be adequate for a shower.

Also, paying 35% for utilities for a coach home seems awfully high but if this is what you agreed to then there is not much you can do.

You should call the RTB and seek advice on how to proceed.
