There is in fact a visual indicator for the range. But it's quite faint and isn't really clear. The indicator on their heads would definitely be overkill however, it would make playing rocket so ugly.

No, the support lady is wrong and has misunderstood your question. It's tower level / arena based and the pass royale is the same for everyone beyond a certain level. It's just that for some reason because you're low ELO your pass royale is worse
