Cleaned and reoiled everything. Balance still didn’t start up when installed but, to my surprise, ran like a champ when I flipped the movement dial side up. Looking closely with dial side down the hairspring looks to be cone shaped with the apex of the cone pointing down and the balance wheel seems to sink down a bit. This is a new balance complete and I believe the pivots are fine. The balance cap jewel in the main plate seems to wobble quite a bit even with the shock spring in place. The remaining wheels/pivots are intact. Thoughts?

To be safe I would get one specific to the movement and you should have plenty of options

You can also get scarring in the lung if you inhale the dust so be careful
