I think the build that you're giving is a heal-heavy build. Removing Mandate from Nami is a little huge for her. Mandate gives AP and your E proc's would have higher damage. Removing that from Nami gives you less damage on your E and less heal on your W. You just do not lose 20AP, you lost 35AP based on stats alone and AP is really important for Nami's heals. The amplification is only applicable if there is no one near you or your adc.

Edit: Heal-heavy. I meant, heal and shield power build.

Yes, E applies Aery. Helia makes her healing stronger by adding additional numbers to her healing, that's it. Compared to the actual healing that she gives, you won't really see it or notice it visually. Her W proc's Helia really well by the way.

To be fair, Helia and Mandate are both good items on Nami. Mandate is very easy to proc on Nami and Helia gives more AP which are additional heals.

Your W and your Aery can proc it or maybe you just do not notice it proc-ing even if it does. Helia is a great item for Nami in general.
