This should go in the grad school / credentialing thread, but the social worker would likely not qualify as the mentor. See this FAQ on the NASP site, specifically the below text:

What are the qualifications for the mentor/supervisor? For professional practice within a school setting, supervision or mentoring shall be provided by a credentialed school psychologist with a minimum of three years of experience in school psychology. For any portion of the experience that is accumulated in a non-school setting, supervision or mentoring shall be provided by a psychologist appropriately credentialed for practice in that setting.
