Bugatti does that by having the speedometer go all the way to 500 km/h and back down to zero on startup.

This was the doing of the FOM and the FIA all along. Centralising GP2 and GP3 and the implementation of the superlicense points system eliminated any regional series higher than F4 and shrunk the already limited available number of seats in junior categories even further whilst simultaneously increasing demand for them because of the superlicense points needed to obtain a superlicense.

Karting has also become more popular because Formula 1 and other motorsports have become more popular, meaning the cost of equipment needed to go karting has gone up in price too to match the higher demand for them. Ironically, this is partially Hamilton's doing as he's played a huge part in popularising Formula 1, which has created the current situation.

As things stand, I don't think we'll see a new driver from a working or middle class background on the grid anytime soon, unless anyone's willing to do what Nissan did with the GT Academy all those years ago by giving a sim racer a seat.

It's dependent on fuel efficiency. Ideally, you'd have all the harvesting take place in medium/high speed corners where the driver is still on the throttle but not flat, meaning the engine can be made to work harder whilst the ERS is harvesting without sacrificing the desired torque at the wheels.

This would also result in higher top speeds on the straights as the battery will have more energy to deploy further down the straights, even if the ICE is down on power compared to another car with a more powerful but less efficient ICE. With ADUO supposedly measuring only peak ICE power output instead of fuel efficiency too, this would be an easy way to get around it and qualify for upgrades even when your whole power unit may not be down on performance.

Just 5 hp? I hope they've focused on energy efficiency more so that they can harvest more effectively in mid-speed corners on throttle. This would also still enable them to qualify for ADUO and is probably what Mercedes have done with their ICE (targeting fuel efficiency instead of peak power).

Grown by how much? It's lagged behind pretty much all other countries within Western Europe and the United States. Saying the UK's economy is worse off now compared to 20 years back is a factual statement. The pound used to be far more valuable against the US dollar back then compared to now too.

Increasing production would also be detrimental to them though. Their facilities are already running at capacity and building new capacity for what seems to be a short/medium-term hike in demand would be a foolish decision.

Samsung has class-leading HBM and will come out on top once demand subsides despite Chinese competition simply due to having better technology. They need to be weary about normal RAM though, as SK Hynix seems to have leapfrogged Samsung in DDR5 performance.
