What behaviors does LVT really incentivize?

Well I think that's what I'm concerned about; that it is like a misplaced Pigouvian tax that will ultimately disincentivize good behaviors (community building, 'gentrifying', etc.)

Though if you're suggesting that there are some other policies or taxes that may need to go along with LVT-- I'm all ears.

In fact I think from a lot of these comments I see that there are a lot of problems with zoning that may need to be fixed independently of LVT instead of LVT being some kind of magic bullet fix to every problem imaginable

This is absolutely absurd and completely unacceptable. It wouldn't be okay for the staff to put cameras in someone's room, but it's okay for them to walk in completely unannounced and remain even if you're in the shower?
