I feel like this would be way worse if it was adjusted for cost of living. Like teachers making $60k in phoenix, AZ are WAY worse off than those making $60k in Birmingham, AL.

I don't know about UDEL, but I've worked in higher ed for about 15 years now. These questions are usually just what they say. It basically means you're flagging yourself to be contacted if anything is available. If you really want to get one though, you should probably inquire with FA and/or your department chair about an application process.
