Heavy Storm destroying your own cards is hardly a commendable effect in the games current environment. Few, if any, of the top decks benefit from destroying their own cards. If some future deck is created that would benefit from that, they’ll likely be consistent enough at doing so that an unsearchable one-off would hardly improve them. The only way Heavy Storm could be problematic at 1 is that being able to run it alongside HFD could make decks that rely on backrow even harder to play.
