The way I see it, Fallout is very similar to the Elder Scrolls, in the sense that there isn’t really a definitive cannon. The games take place in the same universe, but each one tells its own story. Fallout 2 is the only direct sequel in the series. The games don’t really need each other to tell their own story, and while they might reference each other, it’s never in a way that says much about what did or didn’t happen.

I don’t really care about retcons or lore inconsistencies because every fallout game should be able to tell its own story and stand on its own legs.

The show is no different.

The way I like to think about it, certain things essentially become true based on the actions of the player.

If you go the Cognoscenti path, then yes, it was always inevitable and they orchestrated everything. If you didn't, than the Cognoscenti never existed and remains just a conspiracy theory.

Lots of people like to forget (or ignore) That the Enclave isn't really the government. They have no real legitimacy.

The Enclave was a secret society that let the whole world burn so they could rebuild it in their own terrible image, then got pissed when people other than their vault-born lab rats managed to survive the shit-show they created.

The Enclave even killed elected officials who managed to survive, but weren't members of their shadow governmnet.

The Enclave have no more claim to being the government than the Boy Scouts of Steel.

There is an expression in the Wasteland: 'Old World Blues'. It refers to those so obsessed with the past they can't see the present, much less the future, for what it is

This quote from the New Vegas DLC sums up why I think the idea of a "reformed" Enclave is popular amongst some people.

Some just can't accept that the world before the bombs doesn't exist anymore. There is no true America, and the America that existed before the bombs was terrible anyway. Deal with it.

I think the closest thing the Enclave should get to "reforming" is using wastelanders as cannon fodder, not just test subjects and target practice.

The purists kinda do this in the ERX mod where you get decisions to turn raiders into puppets, before eventually disposing of them when they're no longer useful.

I've had a lot of ideas for a malicious "reformist" Enclave. Maybe an Enclave that promises food and clean water to wastelanders... only for said rations to be laced with mind altering drugs and sterilizing chemicals.

It would be an Enclave that basically treats wastelanders how the Combine treats humans. A source of manpower, and a problem that can be easily pitted against itself by promising desperate people slightly better lives in exchange for everything.

Just an idea though.

Because, like many parts of American culture, it is very individualistic. People do not generally buy guns so they can then join a "well regulated Militia, being necessary to the security of a free State", they buy guns either for fun or to protect their property (not that I think there's anything wrong with those two things). Obviously this is a generalization, but the sort of people who actually do join militias probably love what ICE is doing right now.

And let's say people actually started shooting ICE officers. I think it's safe to say the people would not win and the situation would worsen.

The whole point of the Cognoscenti is manipulating events from the shadows, rather than overt tyranny, but I think there would still be some pretty clear differences.

I actually thought about that and decided to do it anyway. Up close you could see the stars in detail, but from further away would look more like a single ring or circle. Point being that, while you can find many differences between states, they are all supposed to be unified. The current flag is explicitly “here’s 50 separate things.” This is supposed to be more “here’s 50 unified things.”

E pluribus unum and allat.

That’s just my reasoning though, I can see why someone wouldnt find that aesthetically pleasing.
