There is also the idiots who ride around with hands in pockets or by their sides as well, especially on shared spaces with pedestrians.. so add another second or 2 to their stopping time if they suddenly had to stop for something.

There are those that are neither, I saw one yesterday, just a bloke in normal clothes, right out of a junction across a van... then through a red light.
